Since the objectives of this Decision cannot be sufficiently achieved by the Member States acting alone and can therefore, by reason of the scale and effects of the actions to be financed under the Instrument, taking into account the benefits in terms of reducing the loss of human life, injuries, environmental, economic and material damage, be better achieved at Community level, the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the EC Treaty.
